I was thinking that if an exe file is not obfuscated, I can open the file with a hexeditor. But then after I open it I can't read the codes in the file. I've read that dll's can be decompiled even if the file has been obfuscated. Thanks in advance.

As far as I know, disassembling an EXE file is not a simple task, and is indeed quite a job to do. Having said that, you can obtain decompiled source code from executable files, but it will not be something easy, because to do that, you'll have to know a lot about the compiler used in order to easily access the source code from the compiled file, as well as that it will be decompiled, and that it can be very misleading. Anyway, if you are interested in decrypting an EXE file, this is a good article that tells you how to do that.

New York City’s draft plan for the first two phases of the city’s High Line would do away with the elevated rail line on the southern portion of Manhattan’s West Side, instead envisioning a park that is half-bicycle, half-pedestrian.

Taking shape in Downtown, Midtown and the Upper West Side, the initial plan, released by the city’s Economic Development Corp. last week, proposes that the 25-year transit project stretch from 30th Street to the Hudson River, straddling the West Side Highway. It is scheduled to open in late 2016 and run until the end of 2018. It has been billed by the city as a public-private partnership, in which developers who create and maintain the park would pay the city a share of their profits.

The route will be up for public comment for the next three months, with a final version due by mid-March.

Under the plan, the closed rail line would be converted to an open-air promenade that would reach the river via a series of parks, and be used as a pathway for biking, walking, roller-skating and inline skating. The main park would be near 30th Street, but would extend east toward to 14th Street and the West Side Highway, and north along the north side of Tenth Avenue, to the Hudson River.
